English Councils Plan to Sell Off Social Clubs and Leisure Facilities to Manage Finances

Based on a recent poll of local authorities, English councils are planning to offload community centers, sports centres, and shopping arcades as they rely on a fire sale of properties to balance the books.

Increasing Fiscal Challenges Prompt Asset Sales

A coalition of councils representing second-tier cities in England stated that six out of ten of local authorities are intending to sell assets to cover the escalating costs of social services for vulnerable individuals.

Councils have previously come under fire for selling playing fields and open spaces to support their budgets, but they contend they must proceed to raise vital cash from asset sales or face insolvency.

The group said that a significant number of councils attempting to raise money from a fire sale of assets marked “a clear change from 2024, when the largest share (60%) of municipal officials stated they would focus on restructuring services and utilising financial reserves to manage growing fiscal pressures.”

Detailed Examples of Planned Disposals

Medway Council in Kent said its asset disposal plan featured the disposal of a shopping centre in a local town and a community venue in another town to generate 20 million pounds over the next half-decade.

  • Gillingham golf club and business parks held in two English counties, which all provide rental income for Medway council, will additionally be disposed of under the strategy.

Council Tax Rises and Broader Financial Pressures

The survey of local authorities in the coalition, which includes several urban centers, further found that over seven in ten of authorities will have to increase council taxes next April to cover the growing cost of essential services, higher levels of homelessness, and a longstanding housing shortage.

The authority said it will press ahead with asset sales after steep rises in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are taking innovative approaches but some of these require time to achieve both better provisions and financial savings,” stated a council leader.

He added: “There are demographic pressures which will persist to add to the strains we have. As a local government body, we had a 91% cut in our central funding from over the past decade, which is extremely difficult.”

National Trends and Forecasts

A survey of county councils this week further found local finances being stretched by the increasing figures of children and older individuals requiring special educational assistance.

The County Councils Network projected that local shortfalls will hit £4.4bn a year by the end of the decade, as they struggle to cope with rising needs.

Ministers have put off scheduled changes to the special educational needs framework until next year after a white paper setting out those reforms was recently delayed.

Disadvantage and Financial Shortfalls

According to the latest deprivation measures (IMD) covering UK local authorities, several key cities members were included in the most deprived in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 nationally under the latest IMD measures,” said the report.

“While only one key city is among the top 10 for disadvantaged communities countrywide, cities are much more prone to be in the most deprived fifth of England. The data underscores the scale of challenges facing local leaders across major urban centers in the next twelve months,” the report added.

“Council officials have been explicit about the necessity for a fair and sustainable funding system that reflects and responds to the real levels of deprivation and need,” said Michael Mordey.

“Lacking this, councils will persist to face difficult decisions around which vital provisions to fund, and which to cut, to the disadvantage of their residents.”

One in five of councils have cut or compromised care services in the last year, the study revealed.
